PSA Pop Reports are legal tools that show exactly how many of a specific card exist in a certain grade, heavily influencing pokemon card price. If a card has a low pop count, its pokemon card price skyrockets. Legally, investors use pop reports to buy undervalued cards before the public realizes their true scarcity. Illegally, some hoarders submit hundreds of the same card and then intentionally fail to pay the grading invoice, keeping the cards out of the public pop report to artificially suppress the reported numbers and manipulate the pokemon card price.
