Legally, if clearly labeled as repacks and priced accordingly (e.g., $5 for a chance at a decent card), they are a legitimate business with a set pokemon card price. Illegally, some sellers package fake Pokemon cards in official-looking wrappers, selling them at a premium pokemon card price to trick parents buying gifts for kids. This illegal deception is rampant around the holidays. Always read the fine print.
